Any time your dog's behavior changes, especially whining or indicating pain, call the vet. It could just be soreness from the shots but this much reaction is not normal. I personally would take her into the ER vet if I couldn't reach my regular vet but that is just me. They could check her and give her a pain shot or something perhaps to help. I can't stand to see a dog suffer, though hopefully if she is still eating/drinking, she's not in too much pain. But definitely let a vet know what is going on with her in case this might be some nerve type reaction around the site of the injection. Be sure her gums are pink and not tacky and they rebound pink after touching within 1 - 2 seconds. If it takes longer, there is a problem.
