I would bet that is exactly where he received his puppy shots. I groom dogs and we see those bald spots all the time. I asked my vet about it and he confirmed that some dogs react to the vaccines and get these bald spots. It probably won't grow back unfortunately. Yorkies are so hairy that it is not that much of a big deal but on some dogs it really shows up.
