Hello! Welcome to YT and congrats on your little bundle of joy! She should learn to go on pee pads (even if there are multiple). We have three set up for Izzy throughout the house and she will go to them depending on which room we are in. So I personally don't think you are confusing her. I would be consistent though, like what you have been doing and if you notice she goes on the carpet, immediately pick her up, tell her no and place her on the potty pad and give whatever command you are using for her once she is on the pad. Hope that makes sense. Of course, when she does go on the pad and you see her, praise her and you can even give her a treat or two. When she goes over your mom's house, make sure you or your mom show her where her pads are and where she is expected to go potty. Good luck!
