Welcome to YT! Your instincts are right, 3.5#'s is way too small to breed. Your vet is misinformed, just bc a stud is small doesn't mean all the pups will be small...You need to know her line as well as the stud's line. Some will throwback large pups, this can be fatal for both your girl & any additional pups. It also sounds like the breeder you got your pups from are purposely breeding tinies.
Do you know if any health tests were done?
