I know here somebody's Yorkie was stolen so they had it posted on Craigslist with reward and watched Craigslist well they ended up getting a reply from a lady that was about to buy a puppy and it was theirs so she had the real owners and cops go with her when she was going to purchase it and they got their puppy back.

yes the dog that had gone missing was returned and left tied up. the owners were out looking for the yorkie and when they came home found him tied up in their front area. I kinda of remember it was a condo complex but not sure and it may have been FL, I felt that the people that returned it either took the dog or someone returned it on behalf of the person that took it. Let's face it, if you find a dog that you know the owners are going crazy trying to find wouldn't you stick around or leave a note so they could contact you, not tie it up and split. Lot's of thoughts on what really happened, but I bet the person that took the dog in that case just did not feel comfortable keeping it since it had gotten so much press, or someone they knew might have put pressure on them to return it. That's why media attention in this case is key. the police are not going to set up a dog hunt to find it, so you have to do it yourself. In this case the dog was stolen so contacting vets and shellters will probably be a waste of time, since the person taking the dog will probably lay low for a while and not have the dog out in public much.
The person taking the dog is bound to have friends, relatives, neighbors and so forth so if there is a lot of press about it then perhaps a person close to the thief could make them do the right thing
