I wouldn't even bother trying to sneak a dog on an international flight. It is simply not worth the possible repercussions when you get to your destination. Plus, depending on the country destination, they may not be nice enough to say pay the fee. They may detain you and your dog and try and arrest you. Not a good way to spend a trip.
