Happy birthday to your boy.
I am sorry to hear about his eye, but I am glad you are seeing a vet right away. It might not be a cataract, but if it is, the doctor will be able to give you the options. I may be wrong, but I think the options are surgery or allowing the cataract to progress, which will lead to blindness. If the cataract is left, it should be monitored to make sure it doesn't lead to glaucoma, which can be painful and cause loss of the eye. I don't recall if eye drops are prescribed for cataracts, not that the eye drops would reverse the condition.
Does your boy squint or paw at the eye? Sometimes a corneal ulcer can cause a white looking film. That can be treated with eye drops.
