That is just horrible!
When my parents bought a the house we live in now 5 or 6 years ago, it was a brand new just built home and right after we moved in my parents called the guy who does the fences in the development. It took a couple of weeks before the fence was done, due to the guy having many jobs on his hands including ours, and when we took the dogs (there was only 2 of them at that time) out it was on leash or if they were good off leash but there was always one or multiple people out there with them. More people need to be more careful with their pets, even if yo trust your dog you should still watch them.
