If you can catch a dog in your yard, put it in your garage or somewhere safe and call animal control. If the owner steps forward to claim the dog the owner will be fined and MAYBE they will learn a lesson from it. Maybe not but if it continues to happen eventually the dog will no longer be in their possession and that will probably be better for the dog in the long run.
