Is there anything he is afraid of that he won't go near or cross? Huey avoids extention cords like the plague. If he can't get under it without it touching him or jump high over it, he will find an alternate route. He won't go under the sofa close to any lamp or speaker wires nor near any extention cords. Of course, now the little bugger is too big to comfortably fit under there and only goes under the sofa if he is trying to get away from something like his momma trying to dress him...anyway, if there is a feared item, maybe you can block access to the chair with that item or collection of items. Maybe try some of that nasty tasting anti chew spray all over the bottom of the chair?
I had a friend who's kitten would get under the bed and tear at the box springs. One day my friend heard a terrible sound & found kitty hanging by its neck by a spring under the bed. She saved it, but its head was always canted and it appeared to have suffered an anoxic brain injury and never acted right after that.
Please find some way to block your baby's access to the underside of the chair. That kitty incident has always scared the poo out of me.
