The Yorkie standard set by the club, YTCA, addresses weight (up to 7 pounds) but does not give an average height.
A couple of the Grand Champion show dogs here on YT measure 10 inches from the the floor to the topline.
My boys are a little larger (around 9 pounds) and are 11.5 inches from the floor to the topline.
