Many Yorkies are like this. My Gracie likes the temperature to be at least 74 degrees. In the summer she is hiding under the covers when the AC or a fan is on. She is more comfortable when she has something on that helps keep her body heat in. Hopefully you can find something loose that is comfortable on him and gradually work him up to fleece. A loose fleece shirt is comfortable and warm but not as restraining as a sweater. Gracie does not care for traditional sweaters. I think that they press on the fur and make it uncomfortable on their skin.
