It doesn't mean that the puppy was in that cool of a temp for the entire trip. It just means that while it was outside of the plane and the cargo facility, it could withstand temps within that range. While the plane is in the air, they are in a temperature controlled cargo area. Fear not, the puppy wasn't THAT cold.
