Puppies that go home before 12 weeks haven't learned all they can from there mom and the breeder is not doing what is best for the pups. Puppy's that come home before 8 weeks can have problems eating, potty training issues, socialization issues and biting issues. Any breeder who really cares for the pups will keep them until at least 12 weeks.
