Absolutely. If she has documentation, she has a case. She can first call her credit card company/bank (if on a debit card) and claim fraud. Because companies see animals as product, she "did not receive the product she 'ordered'". Then she can file a claim.

If you or she knows any lawyers, have them send the woman a certified letter. This will usually scare someone into returning the money. If there is still no response, then she can go to a specialized lawyer or go to court.
