Any chew toy can be a potential hazard to a dog and that is why a responsible company that makes toys for pets will put a warning on the toys. It is certainly up to the owner to decide if they will comply or not.

In the many years that I have had dogs I never had one that was the least bit interested in a nylabone but I suppose dogs that like to chew plastic would be attracted to them.
I have been giving the flexible nylabones to my dog since he was 8 weeks old. He loves to chew on them. He considers it a high value possession. He's playing with one right now. I guess he is attracted to plastic in the same way some dogs are attracted to greasy and IMO garbage bull penis sticks.
