Default Potty Training encouragment

I've had my Yorkie, Jasper for just 12 weeks and it has been a challenge getting him to start using a potty pad. lately he has been listening and pees on the pad and then goes away from the pad and poops on the floor. I understand he's just a puppy, but he pees on the pad why not poop?
He's playing is bitting, can not play without grabbing someones fingers or arm and constantly chews on it. Yes, he's a puppy and I want to be as humane as possible. I like to hear some suggestions, bad boy doesn't work, and all those other puppy talk. HELP
I've noticed also that his hormones are acting up, he's either humpping our legs or goes on his bed and humps his blanket. Is this normal for a 12 week puppy?
