Default Need some Homeowner's Insurance expertise

My in law’s homeowner’s insurance company (who they’ve had for 12 years on this house and no claims) came out and did a routine inspection of their home. After the inspection, the insurance company then told my in laws they need to replace their roof. Other than age, there is nothing wrong with it except for some minor hail damage that does not warrant a claim. However, if they choose not to replace it at this time with a better quality shingle, then insurance will only insure their home for cash value of the roof. I’ve never heard that before and don’t even know what it means.
So, in laws got a reputable long standing roofing company to come give them an estimate. The roofing company said as well the roof is still good. Since there is no damage other than age, insurance says the cost of the roof is all on my in laws. To me, it sounds like insurance is trying to bully them into replacing their roof at their own expense before we get spring hail storms and there is a claim filed. Can they do this? They are aging, and I feel they are being targeted. I’ve never heard of insurance companies behaving like this before. Can any of you shed some light on this?
