This is similar to what I was going to suggest. They make pad holders now, so it's like a border that holds it down to keep from puppies playing with the clean pads, and creates a little step for them so they know the boundaries of the pad a little easier.

I used a cheapo kitty litter pan I got from Walmart when we were training Uni. She was similar in that she did not want to use the same pad twice during the same "sitting". So we had a pad in every bathroom of the house. She would pee on the downstairs one, then run upstairs to go poop.
