Before I got Gracie I had a Shih Tzu for 15 years. He was 13lbs. I had a trunk at the bottom of my bed that he could jump up on and then a little table and then he could get on the bed. Gracie is a lot smaller than he was so I had to get some pet steps for her. It isn't good for their joints to do a lot of jumping anyway. I had to teach her how to use the steps and it took about a week before she was brave enough to do it on her own.

I think you are going to deal with barking a lot if the Shih Tzu is allowed to be loose while the Yorkie is confined. He is not going to be happy about that situation. Do you have another room you can confine him to when you are not able to watch him? Maybe a room where he can still see what is going on and know that you are in the house? Like a bathroom or the kitchen? He might be more content if he can at least see and hear you when he is confined and you are home. Some people use an x-pen so the pup is not so isolated when confined.
