That is so sad! I cant believe someone would let their dog starve to death like that! Even though the dog didnt die while under her "care", she still was the one that caused the death. I freak out when I can feel ribs on my lab! If they were actually showing like that I would have already been to the vet and figured out what was going on. You did the right thing. But I think you need to contact the police incase they need you as a witness later.
