I would use the collar for tags and a harness for walking.
Your baby is still young so it's normal for him not to like it, just put it on him a little everyday and give him treats and he'll love going on walks before you know it
Haha I remember when mine was that age, he would have a FIT when I put his harness on, and now you can't even tell
