Just keep being consistent and patient. Go out side with her RIGHT when she wakes up and also about 15 or 20 mins after she eats. If she won't pee or poop out at first, get her to move around and play/run...that will probably get those bowels moving and she will have to go. Stay out there until she does go (may take a while so plan extra time). When she pees, give lots of praise and say "good girl! Pee outside!" and same for poop. This is what I did with all of my dogs. My yorkie has been harder to housebreak (which I hear is normal). I work during the day so we compromise. She's pee pad trained and outside trained..when we are not home, she uses her pads (but as a note - she won't go pee and poop on the same pad for some reason..I lay one in front of the other and it works for me lol)
