You really do need to be careful in choosing a play pen. You want one that is escape proof to begin with and also one that will grow with your puppy. You don't want to invest in a play pen that your puppy will out grow quickly. I prefer the larger metal pens. You can get a piece of linoleum to put under it if you have carpeting. Some pens can be made bigger as needed. Many pups are good at climbing so that has to be considered as well.
I have always had a couple of small rooms that are not carped to use for puppies. I put a child gate across the door so the baby would not feel cut off from everything.
A small puppy does need a limited amount of space until it gets the idea of using the potty pad. They can't be too far from the potty because they don't have the ability to hold back their urine very well as babies.
