I would probably wait until I had a backyard, but that's me. I would personally find it challenging, but then I think I personally would find it challenging to have any dog without a backyard.
I do agree with Michelle. Think about traveling, vet care, the added expense, etc in addition to whether the pups will get along. You'll know in your heart what the right thing to do is.
