Daisy has IBD diagnosed at age 6 (she's 12 now). She has severe allergies and liver disease also. When we have had flares the treatment has been antibiotics and pepcid. She is managed exclusively on a home cooked diet. I have tried various diets, however, they have not been "perfect" for her -- only home cooking is. We did OK on purina HA for a while, however due to the low fiber content, it was not that great for her IBD. This food might be worth a try for your dog though. A friend of mine has a dog who has IBD (another breed) and he is managed on steroids for flairs as your dog is and eats the Hill's z/D.
If you want to do a nutrition consult, I use Dr. Remillard who is out of the NCSU vet school.
Good Luck.
