He is still a pup. Give him time, or he may end up like Georgie and skinny all of his life. We called Teddy "Bag 'o Bones". He was so skinny that his breast bone jutted way out. He was all hair.

I agree -- sometimes it is almost like they have to be reminded to eat. That is the way it was in the beginning for my boys, but now they can't wait for their next meal. I hand fed Max his first year. He would do tricks and I would hand him kibble. Or I would put kibble in his Kong.
I still wouldn't worry too much unless Joel is throwing up bile. If that is the case, encourage him to eat a little here and there doing tricks. I suppose free-freeding might be out of the question if your other dog, Rosco, is a scheduled meal doggie.
