Dogs will by reflex shake when they are wet but if they are submerged or actively being rinsed off they will usually wait.
What I do is I wash them in our kitchen sink which is fairly deep
I keep a little water in the sink about half way up their legs when I am rinsing them and I make sure that they are continually being wetted by the water until I am finished
Then I transfer them right into a waiting towel .... Before they have a chance to shake
