I think you are doing many right things for her! Every dog is born with an innate personality; and some dogs are just more aloof than others and don't want or require affection from humans other than their pack members. Some dogs just want the time to make up their mind about whether or not they want stranger x/y or z to pet them. As long as your gal on your command allows "strangers" to pet and or "examine" them; then I think all is well with her behaviour
