This woman lost her husband in June, started going downhill after that and had to go into an assisted living situation. The dog was a gift from her kids while her husband was still living and everything was fine until the husband passed away. My neighbor has a puppy and 3 small kids and didn't think she could handle her MIL's dog too.

Good point, I will get everything in writing.
Even in writing, if she doesn't pay for the care stipulated, you'll have to be prepared to take her to court and a judge rule against her. And if she doesn't have the funds to pay, he'll just enter a judgment to go on her credit rating eventually. He can't make her pay or jail her.
