The media sources here in the mid-west have started using this form of notification during the height of tornado season. The reason is, they've done research that shows people are not taking the current warning system seriously and instead of taking shelter they go out to see what the weather is doing, because everyone wants to see a tornado

, so they are taking the shock factor approach of "this can and will kill." I know it sounds morbid, but it's aimed at making people take the warnings more seriously. It was supposed to be an experimental thing here they started a season or two ago, so maybe that's the reason behind it there as well. Whatever the case, hunker down.
