You need to go and look in to the new PAWS law that AKC and USDA are trying to get passed, it is them combining together on the dog breeders.
It is causing a big stink all around. USDA means that a person it inspected once a year to make sure that they are keeping their dogs and kennels up to standards and taking care of the animals. there are different degrees of USDA license. and yes one is to be able to sell to businesses, not just out the door.
