Is this a marking behavior maybe? He is at the age where he has become sexually mature and some dogs decide they need to mark their territory at that point. You might want to consider neutering if you haven't already.

Gracie went off training a couple of times during her first year but it was always when there was something different going on in the household. I would start watching her closely and reward her with a treat when she got it right. She would go right back to being good again within a couple of days.

You might try taking your little guy for a walk a few times a day. If he is marking it will encourage him to do it outside. You need to catch him in the act when he does it inside and make sure he knows that it means a good "NO!" Then take him to the right place.
