I will sometimes fill a Kong toy with plain non-fat vanilla yogurt, put the it in the freezer for a few hours until the yogurt is frozen and then give it to my puppy when she has to be left in her crate. The Kongs are pretty tough (I've never had either of my dogs destroy one), and at least for my crate, it is too wide to fit through the bars and get stuck or for Karli to swallow it. Plus, the yogurt makes for a healthy snack and is an incentive for the puppy to play with the toy. Worth a try!
