Because often times harnesses are used to *encourage* dogs to pull. So trainers prefer a collar over a harness. Many trainers simply aren't educated on different breeds, though, and the issues that could arise with using a collar vs. harness on a tiny dog.
In general, harnesses DO make them pull more. But now we have options available to us (like the Easy Walk with the d-ring on the front) and a lot of people even with big dogs use them now. I think if you're a good trainer, you can just as easily teach a dog to walk nicely on a harness as a collar.
