Yes, inguinal hernias are a congenital disorder, and the breeder told me on the phone, that her health guarantee covers genetic health issues for one year....so, I'm with you, confused about her train of thought.
I don't know if she had ever produced any other puppies with inguinal hernias, but I researched and read, that once your produce a puppy with inguinal hernias, you shouldn't breed the Dam again.
