I know it is puzzeling when our Yorkies stop doing things, they have always done. I suggest a vet visit to check out eye sight, hips and so on.
Noah (RIP) stopped doing stairs when he was about 15 years old. He had arthritis and it was painful for him. We put a ramp off the screen porch doggy door and that helped a lot.
