A lot of people call this displacement behavior - something they do when kind of nervous/anxious or over-amped, over-excited and have to work off some quick energy from adrenaline. Others will run around or grab a toy & shake it violently. Others attack the other dogs with kind of rough play. It can just be a way to get rid of not knowing what else to do in a situation when worked up or unsure and adrenaline rushes in.
