Lucy was the same way during training. She hated getting wet. But when training to go outside, your pup must go in inclement weather too. So, we brought her outside in the rain. Eventually, she began to go outside - however, when the weather is bad, she just goes right outside the house and hustles straight back into the warm house!
I also purchased a raincoat which I found to be cumbersome. If you decide to use a coat, I'd suggest getting your baby used to it BEFORE the bad weather is outside. Lucy spent more time trying to wriggle out of it than focussing on her 'business.' It was distracting.
I DID purchase Canadian Muttluks all weather booties (extra small) for when we get snow. It is a bit of a pain to get them on her feet. I think she'll appreciate them though. My dauther helps me get them on her paws. I also purchased paw wax (Musher's Secret) that you put on the paws to make a barrier against snow/salt in the roadways. I haven't used it yet but it may help.
Again, the important thing is to get your pup used to wearing the coat/boots before the bad weather. It's equally important for your puppy to understand that she must go go go outside ALWAYS - if that's what you're training to do.
