I know how you feel, my Joel is fully potty trained now and always tells me when he has to go and if he finds out its raining he'll just go pee somewhere without telling me
So I just keep an eye on him extra when its raining and when I finaly get him to potty outside he gets lots of treats and praise, so its slowly working
