I did some research... Distemper only vaccs have been discontinued. The only vaccine I could find was a distemper/parvo combo, which would still be better, than a 5 or 7 way vaccine combo. Also, know which company made the vaccine, and avoid them in the future.

The law in DC does state that dogs are to be vaccinated against Rabies and Distemper on a yearly basis, which is unusual as most states only require a Rabies Vaccine every 3 years, by law. Might want to send a copy of the AAHA Vaccine Protocol to your Mayor. Hopefully your vet may be able to do a waiver for Riley.
