Boiling the tap water would kill bacteria, but the minerals, which are heavier than water would stay in the pan and even be more concentrated in the remaining water. The way distillation takes place is water is boiled and steam goes up a tube which leads to another container and the water vapor turns back into water and the minerals are left behind.

If your dog is only having a few boogers, that's no big deal, dogs with problems have major tearing and it's wet all the time.
