In some states, breeders are required to mcrochip the dogs, you would need to find out the name of the company and register as the new owner, and yes there would be a charge for this, but it should be a one time fee as long as you leave in the same home or have the same phone number. Anytime you have to update it, there will be a clerical fee. It sounds like anyone can register with this company, no matter who makes the chip.
