It all just varies - Alot of places where I grew up are actually doing away with limit laws, and instead getting stricter on nusance and care laws - Personally, I like that system better! You can have as many as you want, as long as your yard stays clean, the dogs are cared for, and you don't let them become a problem with your neighbors! Animal control has the right to inspect your property once a year, or if there's complaints, and if they find the animals aren't properly cared for, property smells, dogs are barking non stop, etc, then you're in trouble. I personally hate limit laws - But understand why they're needed, some people don't know when enough is enough, heck, some can't even take care of 1 or 2 dogs properly!
But back to the subject at hand - I know many breeders and owners that have done the rotation system and just don't let their dogs all out at once, but you may want to look into a kennel license or fanciers license (where I live now, you can get a fanciers permit if your dogs are all fixed, or you can prove you show your dogs). Sometimes there are ways to legally own more dogs.
