I would register the dog with the town to mom's address. She just needs to go along with it. You are allowed to petsit.


Off topic- My cousin got reported by a nosey neighbor as running a day care center which she was not running. Between her and her 2 sisters there are 13 kids. She really was babysitting her nieces and nephews. . She would also watch a co-workers kids on the days she did not work so that added a few more kids. She lives on a private road with her 1 sister.
