I'd definitely put a sweater or little jacket on any small dog in general for cold weather. I would think they'd get colder/hotter more quickly and have more difficulty maintaining a safe body temperature than a larger dog just based on the surface area to volume ratio regardless of having fur or hair.
And besides, it's a good excuse to buy cute little outfits for your little one
