I wasn't talking general anesthesia. Just thinking the vet would at least deaden the area with local anesthesia before zapping the older dogs. I think if I had something that size put under my skin I'm gonna INSIST on a local! That's gotta be an ouchy for an older dog who has a goodly nerve supply in the area of the neck, between the shoulders. If done as infant pup, doubt they can sense much pain from it, though this area would tend to have a greater supply of nerves, etc., than a leg or tail. Tibbe didn't get chipped till he was over 9 mos. old but he was under a general for his dental or neuter, thankfully.
