If I were you I would present the dog's owners with a total cost of the medical bills and an estimate for a new yorkie puppy. Give them a chance to make it right at least financially. They probably do feel terrible and may just pay it. If you get no satisfaction from them then take them to small claims court. By giving you a check already they have acknowledged that they are responsible. I would not cash their check yet. Keep it as evidence for court. Or at least make a copy of it. Even though your dog was 8 1/2 years old he should still have a replacement value (courts see pets as property unfortunately and will only place a value of them for replacement costs no matter how much we love them) If you win in court use the money to build that fence so when the time is right you will be able to get another little yorkie to love.
