It may take a month or so for your dog to get used to taking a pill. It was a battle with Tink for over a month, but then she learned and has been taking her meds without incident most days for the past 3 years. Some pups love chicken baby food (Gerber stage 2) and a tiny bit can be used to hide the pill. I use a rubber tipped pill popper I got at the vets.
For any treats, check the % protein, as some are high in protein. Under 18% protein should be fine.

I think it is considered congenital. Here's a link all about LS. The Univ of Tenn has done research on LS for 30 years or so.
