Slicker brushes are really made for double coated dogs that need to have the dead undercoat pulled out. Poodles in particular need a slicker brush. I have never had to deal with a cotton coated Yorkie so I don't know how beneficial a slicker brush would be for that kind of coat.

I do know that a slicker brush is not necessary for a silky coat. A good pin brush like a Madan brush works great. I really only use the brush for finishing Gracie's coat. I always make sure any tangles are taken care of with a good metal grooming comb before using the brush on her. I do think that most any dog needs grooming tools that get all they way down to the skin in order to prevent any mats from forming there.
